Yes, who does want a damp basement. Even if you don’t have a wine cellar downstairs it is still better to have your basement checked and repaired by professionals if there is a problem to ensure of leak protection and for health reasons.

By the way can those wine cellars be made of steel rather than wood?

I agree. It is not a good idea to make a wine cellar form a damp basement. It will cause a lot of damage plus for mold and mildew will appear really quick in a wet basement. Have your basement checked by a basement waterproofing professional before you install your wooden wine racks.

You should have your basement waterproofed before you put in wood racks for your wine. Since we all know that wood when wet will deteriorate quickly plus that awful smell of wet wood. So to prevent damage on your wine cellar you should have it checked by a water basement specials for leaks, moisture and molds to prevent flood and many more.
